Front corner lights not flashing

A few weeks ago I changed out all the bulbs on my 91+ to LEDs. Interior and exterior. Initially I was getting hyperflashing with my turn signals/hazards and my Lamp Out light on the cluster would light up whenever I applied the brakes or would stay lit up whenever I had the parking lights/headlights on. I replaced the Flasher with an LED flasher and that fixed the hyperflashing but I was still getting the Lamp Out light on the cluster. I didn't really want to install resistors so my plan was to live with the Lamp Out light until I could pull the cluster and disable it. Everything else was working fine.

Yesterday as I was driving the 91 during the day, I noticed that the Lamp Out light wasn't coming on when I applied the brakes. It was still coming on when I turned the parking lights on but not with them off. When I got home I checked to see if my lights were still working like they should and that's when I noticed that the front corner lights were not lighting up as turn signals when the Parking lights/headlights were off. The inner turn signals were working fine. With the Parking lights turned on the outer lights come on and they work as turn signals like normal. I replaced the LED flasher with the original one and I getting the same condition where they don't light up with the lights in the off position so that rules out a bad flasher.

What could have happened that would cause the outer turn signals to stop working and at the same time cause the Lamp Out light to stop lighting up when I apply the brakes?

I haven't got that far yet. I was hoping to figure this out without having to remove the assemblies again.

I'd be curious to see what voltages are going to the outer lamps when the running lights are off and on.

Do the Gen1's have the alternating flash setup like the gen3's? If so, I believe this is due to a relay which alternates the grounds back and forth for each one. Perhaps this relay coil has gotten used to the higher draw of incandescents and doesn't actuate (or takes too long to) with the lower LED amps. I'm curious to see if putting old bulbs in gets it back to normal.

I'm having issues myself with front left parking light working except for during hazards and rear right working under braking but not turn signal. My LEDs have been installed for a while and I'm running an adjustable rate flasher, so kinda apples to oranges with your setup.
