fog lights don't work

last night i wanted to get my fog lights working so i replace the bulbs thinking that was the problem. I turned them on but got nothing. So this is what i checked to find the problem. I checked the fog light on/off switch with a multimeter and the switch is fine. I checked the fuses (the single fuse located above the fuse panel and and the fuse in the panel. Both are fine. I also checked for current at the fog light harness and there is current. So now i don't know what else to look for except i do think there is a relay but don't know where it is. Where is the relay located and is there anything else i am missing?

I don't have any experience with this problem, but I do have a service manual for a gen2. You didn't say what year your car was.

I can't tell where it is by looking at the service manual, it looks like it may be part of the switch, or else near it.
