Fog Lamps (Lights) switch will not light

I recently pulled my dash panel off to replace the tiny bulb that lights my headlight switch. I also pulled my instrument cluster out to replace my OD light. I put the dash panel back on to find that my fog lamps switch no longer lights. Everything else lights. The switch works, but it does not light. The green letters do not light, and the red horizontal bar does not light. I checked all the fuses and all fuses are good. I unplugged the harness and inspected the connections. Everything looked good. Put it together again. Still no lights. Where should I look to solve this problem? Headlight switch? Instrument cluster wire harnesses? Somewhere else?

I cannot figure out how to get the bulbs out. They are the strangest looking bulbs I have ever seen. It looks like turning them with small screwdriver should release them... but I have not had success doing so.

Rotate the bulbs counter-clockwise until they stop turning. In some cases they will either fall-out, or come-out by lightly tapping the housing on a table surface. In the case of the foglamp switch, I have always had to use two very small screws drivers to work the bulbs out of the socket.
