I went to the emissions station yesterday with the wifes 95 MTX. It failed NOx, not by much (our standard is 2.000 it blew 2.810). The HC's and CO were a little high but did pass. I did a quick search and found if you pull the spout it may help you pass. Well, it did. Here are my befores:

HC STD: 0.8000 My reading - 0.4700
CO STD: 15.000 My reading - 7.0596
NOx STD: 2.000 My reading - 2.810

AFTER SPOUT REMOVED:

HC (Same STD) My reading - 0.0608
CO My reading - 1.0596
NOx My reading - 0.2591

Just a success story, so if you fail pull the spout first!

[===(+)===] Band-aid.

The car still isn't running up to par. If you fail emissions, most likely your car is not running as well as it could.

Run some top end cleaner through that poor car!
