Failed CA. smog

Just completed rebuilding the engine,just did it to get rid of the parts I've been harboring.I replaced every single sensor.New injectors and fuel pump.It has a 4yr old FPS y-pipe.No CEL's but you can smell the unburnt fuel coming out the exhaust.The tester said the car has fuel management issue's ??The LPM has been removed before testing.The only other mod is the K&N CAI.This is a stock motor 136.*** miles and does not get beat on.Before I purchase another FPS y-pipe for 6 bills,I thought the people here would have some insight.Thanks in advance for all your help,Jerry

What emissions is failing? Is the HC too high or the NOX? If the NOX is too high you can pull the spout which will reduce the NOX but will bump the HC slightly. My modded SHO engine will pass with the spout pulled.

Thanks for the input.Yes it's catted and here are the test results.
HC(ppm)@ 15mph-201 (allowed 82),25mph-221 (allowed 48)......NO(ppm)@15mph-1070 (allowed 687),25mph-1143 (allowed 701)....So it failed on both the HC test and the NOX.So it seems to me pulling the spout will only increase the HC levels further.And no I've not checked the fuel pressure.Would the fuel pressure affect the Levels this much ?

i just love vermont thanks to no smog testing, are they stock injectors? cats arent gutted are they?

No the cat's are legal and the o2's are new.Everything on this engine is stock with the exception of the CAI.And the injector's are also brand new Ford Parts.The reason I'm asking for help is because I'm at a loss.Sometimes sitting back and taking in suggestion's will solve it.Next up if we can't figure this out is to take it to ford dealer and let them look at it,I figure it can't cost much there's nothing to replace thats not new.Once again no codes thrown.

I really dont know what to do if i were in your situation. The only thing i can think of is to replace the CAI with the OE equipment. Also, you could try running a bottle of Sea Foam through your brake booster hose as well as putting the recommended amount in 1 tank of gas. Take your SHO to a distant area where there are no cops and burn up that tank with the Sea Foam in it.

WAG - something is making the PCM think the engine is cold thus it is calling for extra fuel.

Where is the IAT and is it hooked up?

Also I would check your EGR for leaks. I had the problem before and the EGR was pulling in air throwing off the O2s. Took me a long time to figure out.

Yes its hooked up and it's between the MAF and the K&N filter.The connector hose from the MAF and the K&N is about 5"-6" long and the IAT is in the middle.It is running like the engine is cold and getting more fuel than it should.I have another computer I'm going to swap them,I've got 3 computer's D4UI's.Could a bad water temp sensor not throw a code and cause this enrichment ?Even replacing all the sensor I could still have a faulty one.

There are two sensors for water temp. One is for the guage and the other is for the ECU. IIRC the ECU one is on the hard pipe between the firewall and engine on the driver's side. I had trouble getting a replacement a couple years ago.

I just noticed tonight the silicone hose going to the vacuum solenoid dangling under the abs unit collapsed.

Does under the hood smell like fuel? A a bad canp. solenoid can cause a backup in the canister. The collapsed hose won't provide the correct amount of vacuum to operate properly.

I rarely hear of this in the SHO universe but it's common elsewhere that an overoiled K&N filter will FOD the MAF, so definitely check your MAF functionality.

at 25 mph if you have 1143 hc that is pretty much a dead hole. I would look at secoudary ignition componets wires, plugs etc. In the text books for emmission diagnossis if HC hit 1200 it is called a dead hole same result if you pulled off a plug wire.
What brand of plugs are you using? Check the spark plug wires resistance should not exceed 8000 ohms per foot of wire (example 2 foot wire 16000 ohms) also check them at night engine running mist engine and wires with h20 any sparking?
