ETAC Reading too low.

I have been fighting the Climate control unit reading about 28 degrees too low for a while now. I have replaced the exterior temp sensor, twice. (Once with a used sensor, once with a new sensor.) I took out the ETAC unit and tested the wires that go to the outside temp sender for resistance. No problems here. Also tested the sensor. It's fine.
It almost looks like the climate control is reading in Celsius for the outside temp. ???
The accepted way to switch from Fahrenheit to Celsius is to ground pin 20 on the ETAC, wouldn't this switch the temp controls to Celsius also?
Anyone have anything to add here?
