Engine Shakes, No butterflies at 4K RPM

My 1993 SHO ATX w/ 83K engine sorta shakes at 4k rpm and the butterflies dont open? Any ideas?

Are the vacuum hoses to the butterflies not broken, and still intact? Are they even connected at all?

How is the tune-up? Are the spark plugs and wires recent? Are the spark plug wells dry of oil?

Ok vacuum lines look great, IMRC lines look great, butterflies move freely but in Park wont go over 4K rpm and starts running "rough" at 4k. BUT when I take for ride it screams all the way to 7k rpm? Get home throttle it up in Park and stalls at 4K butterflies wont open? I have not checked codes yet
any help?

ATXs have a 4k neutral and park rev limiter. Your car is fine.

Does the engine lift up on the front when you push the gas while in park?

I had a feeling it was something like that because of the ATX. My 90 MTX when I open the hood and rev up tp 4K you can see the butterflies open
