Engine. No start

89 sho parked 6 mod now no start. Sprayed carb cleaner into intake engine runs. No sound from fuel pump. Checked voltage at inertia switch 6.8v. Checked voltage at fuel pump same 6.8v. Jumped 12v direct to fuel pump and checked pressure at engine was 40psi. Engine still no start with 40psi. Also found blown fuse #1. I believe this fuse is to the icm on the radiator support. Replaced the icm module with a reman from Standard. Now have 9.5v at fuel pump and inertia switch in trunk. Of course still nostart. Is this icm module defective? And where or who has a icm module known to beGOOD? Thanks for help. Owned this car from new modified for open track events taught my daughter to race with this car so has sentimental value.

These post may help, could be a ground issue or wiring issue since the voltage went up when you swapped it out.
