If the EGR valve does not open then in theory the exhaust gasses cant travel through to the intake and the gasses need somewhere to go, so they come out the diaphram on the EGR and when you open the hood the gasses will come out from the engine compartment.....Is this correct?

no, it's more like a siphon port to your exhaust pipe that bleeds off some of the exhaust pressure into the intake when the EGR valve is opened. if the valve is closed, exhaust just flows out the tailpipe as usual...the valve literally stops the exhaust flow
