My heat and A/C seems to stop blowing through the panel vents fairly often, even when the EATC is set to Panel only. It seems to always blow through the defrost vents, and always through the floor vents.

Does this seem like it's an EATC problem, or a problem with the vacuum motor that controls the panel vent vane? Any easy way to test?

blend door actuator motor failure. blend door always defaults to defrost
Nope. The blend door actuator controls how much of the airflow passes either through or around the heater core. Different issue.

It is either a problem with vacuum supply, the EATC, or the vacuum motor that directs the airflow to the selected destination. It is the FLOOR/DEFROST control that defaults to defrost mode if vacuum is lost.
