do i need a new rack and pinion?

I have an annoying play in my steering and there has to be something wrong in the steering. I tried tightening the 10mm bolt under the boot on the floor by the clutch and it's as tight as it can get. I noticed when I turn the wheel the gold colored nut in the shaft doesn't move until you get out of the play in the steering. Basically..This gold colored nut seems like it is loose..? It seems like it should move with the steering no matter how little you turn the steering wheel. Sound like need to replace rack and pinion?

From what I have gathered it may be inner and outer tie-rod ends. Just a guess though. I have some steering issues with mine as well. For example, while making a left or right hand turn my steering wheel will jump back and forth (left and right)

while wigglein the steering wheel back and forth try to grab the u joint on the steering shaft if you can feel it pop its time to replace
