The socket for the CE is built into the instrument cluster, it cant fall out. It could have some oxidation on the connection though. You dont need to remov the cluster to fix it though. If you have long arms you can get it from below, you will have a better chance of getting it if you remove the plate below the steering coulme first. Its held in with 4 screws.

Theere probably is corrosion at the bulb. Or someone may have put in a 24V bulb.

To get your dash off, there is a metal plate under your steering column. they are torx, but a small screwdriver will work alright. Just remove the top 2. There are also two tork bolts on the dash about the cluster(too small for screwdriver). Also, the **** for your lights needs to come off. Just remove those and pull it off, don't pull too far there are wires and what not. Not a hard job at all.

To get the gen 2 dash off, remove the steel kick plate under the steering wheel, it is held on with 4 torx-30. Then remove the 4 torx-20 screws (2 under the dash, 2 on top). Then pop off the headlight **** and remove the little retainind nut. Remove and unplug the foglight switch, radio switch, and defrost switch. Then pull it off. when it is slightly off unhook a little light by the headlight switch and unhook the clock then remove the entire thing. Pretty easy. Once the dash is off you can remove the guage covers and get to all the light bulbs.
