clunk from steering

when stationary or moving very slowly and the wheel is turned 1/4 turn or so, there is a clunk sound from the front which can be felt in the steering wheel. Not sure which side it is from though.
Have replaced end links, struts, etc. possibly tie rods making the noise ?

Yeah ususally the tie rods will clunk while making slow speed turns such as in parking lot manuevers.
