Alright here is the problem. My blower fan seems to only work when it is turned all the way up. Even when the auto temp is activated the fan will kick on and off only on high. When I do switch the system to defrost or any other setting and turn the fan up all the lights go dim while it switches on then go back to normal a second later. I ran the test on the system it came out no problems. Any suggestions.

Sounds like the blower control module could be burned out. It in the passenger side kick pannel.

x2 ON the blower motor resistor. But it is located behind the glove box. Drop the glove box door and you will see it attached to the heater box with two 8mm? bolts.

Yes - it's most probably the BCM.
The module is referred to as the Blower Motor Speed Control, which you will find referred to here as the Blower Control Module, Blower Speed Control, BCM, or BSC.
It is located behind the glove box door (lower-left corner), but accessed from below the glove box door, above the kick panel that must be removed.
Use the following dash removal guide for picture references:
The kick-panel referred to above, is shown in image #2 on page 7 (p.7). Remove the two spring clips (image #3, p.7) on the right and left side of the kick-panel (right - image #2, p.6 / left image #1, p.7). This exposes the BCM, which is shown in image #1 (p.8). You can also find it by following the left flexible hose from the A/C Automatic Temperature Control Sensor (circled in yellow in the image below), which connects to the BCM:

similar problem began today. Blower motor is on full. I can switch functions, but no mater what the fan still goes full blast. Just started today. Does this sound like the same repair or is it the etac?

The BCM is NOT SHO-specific. It was used on many other units.

I was told it had to be an EATC equipped vehicle, and a Gen I/II Taurus/Sable or 88-94 Continental.
Given the Dealer List (~$250) for the module, it would be great if you could expand this list.

I read this post only because My BCM shit the bed recently, only it took out the fuse with it because the power amp shorted. Smelled REALLY bad (like burnt electronics bad) from the vents, and the motor would actually work at all speeds, but neither the BDA or the compressor would work. I didn't know about the compressor at first, but I was crapping myself because I thought I'd have to replace the BDA! lemme tell you, replacing that BCM is a heluva lot easier..
