Can't Pull Codes.....Help

So I followed the directions on Sho Phoenix Project and it didn't work. Here is what I did and what happened:

KOEO Test

I had just drove about 30 miles and the car was warmed up, put the car in neutral and set the parking brake (my parking brake doesn't work, it's disconnected for some reason in the back), had the heater a/c off, jumped the plugs correctly as the diagram showed with a paperclip, I turned the key on and the CEL light turned on, but never turned off, heard the fuel pump turn on and everything. Waited about 4 minutes but the CEL never blinked or turned off.

KOER Test

Since the first test didn't work, I tried this one anyways. The rpm's never raised to even attempt this one. I checked the connection with the paper clip and it made no difference.

I have tried several times and this happens every time. I used a test light on all the sections of the plugs and none of them light up.....Should any of them be hot?

Anyone have any ideas?

One of the pins on the large EEC port should have +5 Vref on it. Another is the line that feeds the CEL in the cluster. Use a proper voltmeter instead of a test lamp as test lamps may load the circuit and cause a false indication.

To initiate the self-test, all you really need to do is ground the STI line. I just use a simple jumper with an alligator clip on one end and a 1/4" male spade on the other. The clip is connected to any convenient engine ground.

The STI input is the single-wire plug.
