Camshaft position

I had a camshaft break while driving put the new one in but no start cranks over but that's it could it be that the cams got mixed up and need to be adjusted? Or is it because I didn't put the lower timing cover back on? Would that cause this to happen?

Looks like your exhaust cam needs to be clocked 180 degrees.
