not too sure on the engine im sure someone here with more knowledge will chime. in as for the radiator just replace it, it is more of a hassle to try and fix it and still have leaks than it is to just replace it with a new one and forget about it

You could use a two part epoxy like JB weld but make sure you clean and scratch up the surface of the plastic. Epoxys are a physical bond not a chemical/fusion like PVC cement.

Have you set the idle speed after having the computer disconnected from its power for that period of time?

Might also have a vacuum leak.

I have used plastic epoxy that i'd trust if you want to save money. It's worth a try, you can save what's not used.
I've never even seen a plastic welder if you know how to use it try it.

Just get a new radiator, as it is not that costly and eliminates potential for overheating or being stranded in the future. A patch job may work for a while, but when it fails is not worth the cost or inconvenience if you are stranded somewhere.
