Blower motor not working, Code 02 (UPDATE)

On the 91 SHO that I recently purchased, the blower motor does not work at all. On the highest fan speeds, there is a clicking from (or what I assume is) the blower motor resisters (pass side under the dash held in by 2 small screws). I ran the self test on the EATC and got a code 02 (which is for the BDA). Now, my question is, are the symptoms and the code related? I guess I just need some input. Thanks.

Ok, i replaced the BSC with a known working one, and the blower still doesn't work. I tried putting 12V to the org/blk wire that goes to the blower motor and nothing. Is this the right way to test the motor? How would I know if the motor is bad, or could it be an EATC problem?

Check the O/BL wire for battery voltage. If present, ground the O/BL wire to activate the motor.

The switching network/BSC controls the return side of the motor, not the supply.

I checked for battery voltage at the O/BL wire, and it is present. When I grounded the O/BL wire however, nothing happened. Does this mean my motor is bad? Does this require a dash pull to do?
