How often should the ac cycle on and off when it is on? My clutch is popping in and out every few seconds. I can even feel it at highway speeds. The system has just been charged up about a month and a half ago after the O rings were replaced at the compressor. If I leave the fan on low I can get cold air. If I put it on auto or high where there is a larger load on the system it's not warm but not really cold. (my guess is from not enough flow of the freeon.) Any ideas what would be causing this to be happening?

Are you using the old type freon or the new? If you're using the new it won't blow as cold. I think that if your compressor is kicking on and off that much that your system may be low on freon again. Was it checked for leaks elsewhere in the system before it was recharged?

Your refrigerant charge is low.

Actual clutch cycling time is dependent on variables including ambient temperature, engine RPMs, and the amount of cooling capacity used by the HVAC system.

Cycle time might run from 10-20 seconds to never.

four seasons offers an auto adjusting oriface tube that when installed drops the operating temperature of the a/c system... many shops have claimed it solves the problem of r-134a not cooling as well as r-12 .... personally on the two cars i have converted... the 134 cooled just as well...at least not noticeably worse. just throwing it out there for those that care.
