AC fan problem

I just bought my car today and have a problem with the AC fan/blower.

It only works on the maximum setting. When I try to lower the setting, it stops all together. What would cause this? Where should I start looking for the problem?

See your other post about the VBCM - Variable Blower Control Module. It's behind your glove box, and VERY suseptable to condensation.
