ABS Code 17

Hello All,
I have a 1995 SHO that keeps throwing the ABS light on. After running the ABS diagnostic test it is turning up code 17 which is a "reference voltage problem." This car has been sitting for a while and all the lines are rusted and there is a fluid leak directly below the master cylinder. Would this cause a code 17? If not where should I start?
