95 sho wont rev past 4000k

please help my 95 sho wont rev past 4000 rpm can any one please tell me what do look for to solve the problem

I assume your '95 SHO is an automatic (ATX) and that you either have it in Park or Nuetral when you are trying to rev it. That is a rev. limiter that the computer has to keep you from blowing up your TC (torque converter) by reving the motor to 7k when it is not engaged.

Your car is protecting itself from you trying to blow it up....

That program is put in the car from the factory and is not a problem.
