3.2 ATX jumps time after water pump replacement

Long story short...

Had leaking water pump that caused the vehicle to die after driving short distance. Had all the maintence done, replacing the tensioners. Afterwards the timing will not stay as set, I am told it almost immediately jumps time.
I believe that at one time there were instructions that outlined how to re-load the pre-loaded tensioner, but can't find them now after many searches. The mechanic finally agrees that it was possible his helper unloaded the tensioner before the installation. Can someone provide the link to the instruction for reloading?

Are there any other areas that should be considered for this type of timing issue?

if the belt has jumped due to the mechanic's ignorance/incompetence, I would require them to put on a brand new timing belt, not the one that has jumped.
