1/8 spacer plate question.

I did a search but didn't really find what I was looking for. When did FORD start using the spacer plate that sits between the front strut mount and strut tower? I am curious because I recently just learned about the 1/8 spacer plate and I don't ever recall seeing it on my 95 ATX and I replaced the front struts and springs twice and now I am about to do my 94 ATX and I want to make sure they are there.:thankyou:
