wipers stuck

I was driving home after a heavy rain and now the windsheild wipers won't return to their rest position. They stay up like the wipers are on but the wiper switch is all the way off. Is the switch the problem or what?

It's the motor. It's lost it's memory of where to "park" the wipers. Been there...done that.

Until you can get it fixed this is what you can do. Turn the car on, turn the wipers on. Have your fuse panel pulled down and locate the fuse that runs them. When the wipers return to the down position (or close to it) pull the fuse. Just keep the fuse handy in case it starts to rain again. Much less embarrassing than riding around with them straight up all the time. :)
