The High and Low work but when I set it to anywhere in the S through F range, it does not. It makes a slight clicking sound like it is trying and the wipers even sometimes enter the 'ready mode' but they never actually wipe. Thanks guys.

Sounds like the windshield wiper governor.

Disconnect connector from windshield wiper governor.

Measure resistance between Circuits 993 (BR/W) and 589 (O).

Is resistance 11.3k ohms?

No
CHECK for damaged turn signal and windshield wiper switch.

Yes

Rotate interval control on the turn signal and windshield wiper switch from min. to max.

Measure resistance between Circuits 590 (DB/W) and 993 (BR/W).

Is resistance 3.3k-100k ohms?

Yes
REPLACE windshield wiper governor.

No
CHECK for damaged turn signal and windshield wiper switch.

That means either the multi-function switch or the wiper governer is probably bad.

That is the diagnostic procedure to determine the exact problem.
