Now that I have the GH intercooler, and the GH tune, I've been looking at the HPFP or the 2.5" down pipes from Stainless Works. I don't have any emissions testing in my state but would prefer the catted down pipes to avoid any MIL illuminations, and to keep the noise down. Which way to go?

Id say 100% downpipes before the pump. But, if you have no intention of running E30 I don’t see point in spending the money on the pump. If you plan to run e30 then yes, I’d put XDI on your list. But still not before pipes. Also, as far as the exhaust note goes with catted, maybe a slight tone change but not volume.

Just my opinion.

I say pump. The DP's give little to no power increase, unless they are supplemented with something that has the ability to make more power.

All depends on end intention I guess. I never saw at a level of, 93 tune to make the car more fun to drive, downpipes as boosting performance, just overall health. We all know those stock downpipes are kinked up trash.
