I turn the allen head screw both ways, and the pulley doesn't move. I've taken the nut off the stud, tapped it with a hammer, and pried at it with a pry bar, but I can't get the thing to move. Any suggestions?

You only need to loosen the 14mm nut, then turn the allen head counter clockwise. You want it so loose as the pulley looks like it will fall off of the jack screw..

Once you do this, the belt should slide off, You shouldn't need to hammer or pry at anything. Loosen the 14mm nut first, then turn the allen head, remove belt when it's loose enough, install new belt, tighten allen head, then LAST, tighten the 14mm nut. If you try to turn the allen head w/o removing or loosening the 14mm bolt, it won't work.

The nut is loose, and when I turn the allen head, the pulley doesn't move. I can turn it clockwise or counterclockwise, and the pulley doesn't move up or down, and I can't get the belt off.

You have to turn that allen head counter clockwise for quite awhile to get it to be noticeably loose. I kept thinking mine was jacked up and I kept turning it awhile with the ratchet. It's not one of those where it only takes a few turns.

If it doesn't loosen at all after you've been turning it awhile, it may be stripped. You can pull that bracket off if you need to check. It's just 3 bolts.

Get a 3/8 driver for your drill and use it with some extensions with the Allen on the end. Much easier/faster then by hand.
