I got the SHO back from the shop recently and I noticed it had one **** of a leak in the intake. I got looking around and noticed this line was almost severed. The one left of the seconary canister I cut the bad part off and clamped the clean portion back on. Problem solved. Though, I have no idea what the line was for. It doesn't leak now.

Does is connect to the canister? It's kind of unclear which hose you're talking about.

Are you talking about the line that screws into the intake? Because if that's the one you're talking about, that's the big one. It goes to the t-junction next to the brake booster and feeds the great majority of the vacuum-operated thingies in the car. It also feeds your power brakes!

You need for that one not to leak. It's a good thing you got it fixed!

That's the vacuum feed (oh, wait, there's no such thing as suction!), for the brake booster and, if you have an automatic, the parking brake release switch.

Plugging that leak should make a lot of things better. ;)

Before I fixed the leak. I had a HORRIBLE idle. idle surging and terrible brakes. All seems well..for now.

i had the same thing happen on my 92 mtx. i kept cutting off the severed end and reclamping it but it kept splitting. i would recommend replacing it because more than likely it will keep breaking. and when it goes your without power breaks which can be very scary.
