its the accumulator for ALL vacuum systems on the vehicle. its your "backup" supply when engine stops creating vacuum or when other accessories demand more vacuum than is available. ever hear a hiss from the dash after you shut the car off ? thats the accumulator bleeding off from a poorly sealed connection.
