It looks like a fog lamp, but that also looks like a gas tank and a muffler underneath there. Is that one of those retro-pontiac things where they have an extra set of reverse lights?

Yes it is an old fog lamp connected to the backup lamp circuit. Since moved forward about 2 feet.
