VAPS is going crazy

My VAPS sometimes feels like normal (I'm not too sure, because my car pulls to the left)
But sometimes I'm sure that I'm still on full boost at over 70 mph, heck I can take a turn with one finger on the top of the steering wheel.

I had a soft PS hose break 2 months ago, but PS related, nothing, no noise, no leaks.
What could it be ?

The VAPS is a fairly simple system.

The VSS sensor which tells you what speed your going sends a signal to a VAPS control module. The control module then controls an actuator valve which is connected to the power steering rack.

the control module closes the actuator valve gradually; increasing the restriction more and more with greater speed, giving you a firmer steering wheel at high speed.

If your speedometer works, it leaves the actuator, or the module or wiring to possibly be at fault. When you fixed your power steering leak, did you flush out the power steering fluid afterwards? I'm wondering if it might be a sticky actuator valve or possibly piece of crap in your PS system jamming up the actuator.

Is the actuator located on the rack and easy to get to?
If so I can just set the front on jack stand, put it in gear and have the wheel turn while I'm watching voltages at the actuator.
