Hey guys I’ve been keeping a eye on this bolt for awhile, but I wiped it to see if it came back about a month ago and I went under today and it’s back. Is it trans oil or? Not sure if I Should tighten it or leave it be

Doesn't look like trans oil - touch it and smell it, what does it smell like?

Looks like oil. You could remove it and see if the threads are wet. If they are, clean it out with brake clean, blow dry with air. Light Ptfe thread sealant on the bolt and reinstall.
Torque to 27 inch lbs, then 177 then 90 degrees.
