surging when cold

ok this is hard to explain but I will try. When I first turn on the highway after starting my car for the first time in the morning and I give it some gas and it seems to lose power for a split second and then gain power again. But it won't do this when after I have been driving for a minute or so. It's not a engine sputter, it just seems like it loses power to the tires for a moment and then kicks back in again. What could be the problem, is the car just cold or is it a engine problem.

my idle surges liek a mo fo when it is cold. it goes up, goes down, goes up, then goes down, and it one tiem ti stalled completely. what coudl it be?
