strange whine?

Lately my 95 has started producing a strange whine from engine. It varies in pitch with the engine RPM. If I had to describe it, I would say that it sounds like the whine a power steering pump produces when you turn the wheels all the way while the car is parked. I don't THINK it is coming from the power steering pump though. As best I can tell, it seems to be coming from the cover on that end of the intake manifold. Is that the timing belt cover?

Edit: short video where you can hear it. The whine has a higher-pitch component to it in person that you don't really hear in the video.

I would say it can be one or some pulleys being that their bearing are worn out.

on my ATX, I had a idler pulley from the accesory belt with wornout bearings for some time. The car sounded like the whine from a supercharger, really loud until I replaced the pulley completely.

I have come to the same conclusion. I removed the belt and the noise went away. Apparently I did something wrong though because it then started shredding the belt. :( So now that's replaced. I'm ordering two sets of bearings next Friday, might as well replace both of them while I'm in there.
