strange whine?

Lately my 95 has started producing a strange whine from engine. It varies in pitch with the engine RPM. If I had to describe it, I would say that it sounds like the whine a power steering pump produces when you turn the wheels all the way while the car is parked. I don't THINK it is coming from the power steering pump though. As best I can tell, it seems to be coming from the cover on that end of the intake manifold. Is that the timing belt cover?

Edit: short video where you can hear it. The whine has a higher-pitch component to it in person that you don't really hear in the video.

I would say it can be one or some pulleys being that their bearing are worn out.

on my ATX, I had a idler pulley from the accesory belt with wornout bearings for some time. The car sounded like the whine from a supercharger, really loud until I replaced the pulley completely.

I have come to the same conclusion. I removed the belt and the noise went away. Apparently I did something wrong though because it then started shredding the belt. So now that's replaced. I'm ordering two sets of bearings next Friday, might as well replace both of them while I'm in there.
