Do you mean there is a delay when you move the steering wheel before the tires begin their turn. And is it only when the tires are lifted off the ground on jack-stands?

steering wheel slack can be from any of the following:
loose u-joint on column
loose slip joint in column
rack loose on subframe
subframe loose on body
tie rod end loose/worn
ball joint worn
bad wheel bearing
