starter not spining fast

Went out to start the car today..nice and sunny...put the key in, went to turn it over and all I got was like a short whir then it stopped as if it ran up against to much compression...tried again same thing. Boosting made no difference...whir..bonk..rather annoying at the least...does this sound like the starter? how would I test the starter..there was something on here about testing the cables with a meter..batt to sol..sol to starter, etc..

Make sure the battery and is providing the required voltage under load and the cables are secure before targeting the starter.

Under load..does this mean I have to have some one spinning the motor or just have it in the ON postion?
Sorry for the silly question but I am starting to question trying to resurrect this car.

Connect the volt meter to a hot wire in the car then watch it as you try to start the car.

Fat wire....did the test as steve described...found a cracked wire down across the bottom going over to the solenoid..would not have found it if not for testing..partially busted..looks like it was pinched some how..also discovered that the smaller wire to the fuel pump was also only held on by 5 strands..explains the erratic starting and fuel pump problems..the (+) cable ..what gauge is it? its not a 4 on this car..or is it? its close to 1/2 inch across.
