Springs and struts

I am considering new springs and struts. I have a 95 MTX with 71K. The back end has alot less clearance between the tire and the wheel well than the front end. Does this mean the springs or the struts are going? I have been going through the old posts and am considering the Eibach/Tokico combo. How much stiffer of a ride is this? I have read 15%, but What does that mean? I would like some better handling but really don't want too stiff of a ride. Most of the roads in the North East are not smooth. Has anyone put aftermarket struts with stock springs, or aftermarket springs with stock struts?
Any input will be appreceiated.

If your rear end is sagging. You have the same problem that I had. The light duty springs in the rear are sagging. I installed the eibach and tokico along with all new hardware. The ride is not that ruff, by no means are the roads around here smooth. You will notice that you can feel cracks and small bumps that you wouldn't have before. But its all worth it when you compare the handling.
