Speedometer noise?????

I am getting a noise - like rustling paper-from the instrument cluster.
Starts at about 40 MPH.
Speedometer?

Any idea on what it is and how it fix?

I get a slight ticking anywhere above 25, so if you find out why yours is making a noise let me know ??

probably upper speedo cable...i changed mine out a coupla days go..... fixed a similar problem...
