I would take a photograph of the 2 speedometers (really the odometer) with the mileage readable, and keep it in the glove box. I would install the new speedo just as it is.
That way, when it comes to mileage disclosure, you can add the increase from the new speedo onto the old speedo and report that number.
The only flaw (where I live) is when you get the E-test done, they photograph your instrument cluster and it might be to get the mileage reading or to note how many indicator lights are displayed as that affects the pass status.
