Should my new throwout bearing be under tension?

Hey guys. Currently on the downhill side of a clutch swap, and I'm starting to second-guess whether or not I installed the throwout bearing, or the transmission correctly. I got the video from shonut, and am pretty sure all steps have been followed to the letter, but the throwout bearing lever moves freely - and is not pushed back against the transmission - as I've talked myself into thinking it ought.
Should the clutch tines be pressing the throwout bearing to a fully seated position against the transmission?

Ok, maybe I should elaborate... the TOB is not touching the clutch spring at rest - I can rotate the clutch cable release arm an inch or so, and hear the TOB hit the diaphragm spring. Is this a case of an improper transmission installation, or do I need to start comparing thicknesses of my old vs new flywheels?
Is it possible that the input shaft splines were not aligned properly, and veered off or hung up - preventing a full depth pene-trat1on, which would explain why the TOB is not touching the springs?

The tob is designed to be spinning all the time, so your description sounds like something is not installed correctly.

You may well be correct. I’m about to drop the tranny again and see what’s going on.
At this point, my concern is that all the parts in question can literally only be installed one way. Theoretically, the only way to **** them up is to smear grease somewhere that needs to be clean, or to torque a bolt wrong…
All my parts are new: clutch and ceramic TOB came from shonut, and aluminum flywheel came from shosource.
On the shonut site there is an note about the 9.75 clutch, but with a new flywheel I didn’t think it would apply.
Shit this sucks, but in retrospect something goes wrong during nearly every project. Guess that’s life.

Turns out it was normal. Attached the cable and the slack got sucked out of the lever.
The problem was that due to this being my first clutch job, and having no reference, I made the assumption that the TOB should be pushed all the way back to the back of the sleeve. In hindsight, it makes more sense that it would hang out in the center of the sleeve…
