Scratchy Rubbin Clutch

I put in a new clutch about 15k miles back. It seems that after I have warmed er up the clutch is rough or scratchy feeling when I engage or push it down and release it... almost like squeezing a hand grip strengthener.

I assume it would have something to do with the clutch cable and if anyone could help on this issue i would greatly appreciate it.
