Which is a better idea? rubber undercoating or spraying the bottom of car with diesel mixture. also where the side rocker panel is there is a hollow section that runs alongside the car . if i sprayed expanding foam in there would that keep out water and sand and prevent rusting or should i go with my original idea and just drill some more holes to allow it to drain properly

spraying with undercoating material will last 100x longer than spraying with diesel.

to prevent rusting you need to move the car to the southwest.

My opinion is to do the watery mixture on a yearly basis. It means you have to find a place that is not too expensive. A lot of people arrange to have their oil-change oil find its way onto the body, but that is something you have to decide yourself.
The expanding foam is worth a try, look for one that is "closed cell". Most of the rot occurs when sand and dirt gets into the vacant area, and then never dries out.

Agree that dirt and sand (I would add leaves) trapped in closed areas is what causes rot. One precaution, however limited, would to check and clean out all weep holes on a regular basis. (The one near the gas cap is easy to get to and prevents rust in that area) As for foam, seems to me that it would just be a bigger mass to absorb and retain water, and keep it in close proximity to rusting steel, and would cause more problems than dirt/sand/leaves.
