I did a search first. I get this on the 89 and had it previously on my 90. When I turn the steering wheel, it sounds like the metal column shaft is surrounded in a tight rubber material and makes a jumpy rubbing sound. I thought it was coming from the column but some search results pointed to some bearings/bushings around the strut tower. It's like something is rubbing against rubber and slipping.

Is there something I can grease?

Yea, it's prob up in the strut mount/bearing plates. Mine does it on and off, more when it's warm. I've tried spraying a few diff things in there and hasn't helped at all.

I would agree with SHO1. Sounds like a possible bearing plate issue. The only complete fix is replacing the strut mounts, wouldn't be a bad idea to replace struts at the same time if they are older.
