The solenoid is not on the purge canister. It is located partway up the vacuum hose that connects to the very top of the throttle body. Follow this hose down and you will find it. It is about the size of a long C-cell battery and is almost directly beneath the coil pack.

It, when opened, allows fuel vapors to be sucked from the charcoal canister into the intake to be burned.

The charcoal canister is also known as the "Evaporative Emissions Canister". Its intent is to prevent fuel vapors from being released into the atmosphere unburned.

even though i will look into my problem, will this cause my car to lose gas mileage or not run properly? is this something to lose sleep over?

If the purge valve is continuously open, you will have the effect of a small vaccum leak. Due to a restriction installed in the line, the effect of this would probably be negligible.

I've been running a plugged vacuum line on that intake port for months.
