Over the last couple weeks I’ve noticed a couple small black drops under my car. When I investigated it looks like it is coming from the PTU. Not sure if I have the actual part correctly identified. It’s the part connected to the transmission adjacent to the oil pan with a white plastic collar around where the passenger side axle connects. Whatever it is, that’s what is covered with black, sludgy stuff. I’m thinking 1 if 3 possibilities: clogged PTU vent, axle sea is leaking, or leaking PTU case. Any thoughts on moving forward here?

That sounds like the axle seal in the PTU. Ford even had a recall at one point because of leaks. If it is that seal, then it'll be transmission fluid and not gear oil dripping out.

Dont know model & version of the Ford PTU you've got,
but if it's gone more than say 33kMiles without changing the "lifetime" gear oil in your PTU,
the high temp service has likely thoroughly cooked it
until the remaining black sludge is boiling+venting on top of the PTU & dripping to your floor.
Consider doing what I did to make PTU oil changes as easy as Engine oil changes.
Now changing PTU oil (AmsOil 75w140.FullSyn) every 6mth along with Engine Oil+Filter changes.
Click here for details on that PTU modification.
