Well, it has happened about 3 times now. It has been a while since it did it the last time.

I go to turn left from a stop this morning on to the main street, and I don't get all the turn out that I normally would, the steering felt like it bound about a half way, like it was hitting something. I had to back up, and finish the turn. After that, it was fine driving it to work.

FWIW, the suspension has been completely replaced, and subframe bushings are good.

To further diagnose, I am not getting any strange noises from steering, no PS whine, and no slop, just this binding, like something is stopping me from turning all the way.

After doing some searching, I ran across this and it sounds like it is time for a rack.

Am I correct?

Sounds about right. But to double check, take the front wheels off and disconnect the outer tie rod ends from the spindles. If the spindles turn tight or bind, your problem is not the rack.
