Problem with timing belt tensioner

I tried everything but I am still unable to compress the tensioner. I dont have vice but I do have big ol' C-clamp. I used all my strength and it compressed maybe half way (the tensioner is removed from the engine) The second issue is, the piston is turned 180 degrees and even if I was able to compress all the way, I can't put the Allen wrench through...

Any work arounds once I am ready to put the timing belt on?

The piston can rotate in the cylinder very easily. Rotate it into position first then compress it SLOWLY, it is a tensioner AND a shock absorber. It only travels about 3/8 to 1/2" so make sure pre-tension the belt using the eccentric hub of the bearing, BEFORE you pull out the allen wrench.
