oil in plug wells

i am putting plugs and wires on my 89 and i got the intake off and pulled the wires and theres a little oil in the wells but then i got to the back and one of them is between 1/4 and 1/2 way filled would this mean valve cover gaskets or something else

Time for valve cover gaskets and plug well seals. Try a seach on that and you will find the part # and the best place to buy them.
