the atx cars have a rev limiter in neutral of 4k rpm. if that is your situation, you likely have a bad mlps, which is the switch under the lever on the trans where the shift cable attaches.
It is an ATX, but the weird thing is, its almost like the car it self will only Rev to about half its RPM. When placed into park and when the car is acting this way, It actually cuts itself off at 2500 RPM. Its as if the car thinks it only actually revs to 4K total.
